Smallish patch which fixed an issue with announcement timers being spammy and added a few neat features.

• Added “Get Valid Subsriber” SAMMI Command. Returns true or false if user meets certain threshold of sub tier
• Added an option to allow Announcement responses to trigger SAMMI buttons. This will give users more flexibility when it comes to having dynamic messages etc.
